When the argument is used that it is better for everyone to create a car-free environment, you can build all houses closer to each other, with simple passways between them, which actually makes a project much cheaper. In practice though with a plan like that, most occupants might experience lack of privacy and generally some sense of discomfort living there because all your movements are watched.
