Moiré pattern
Incidental optical interference

 
The panels on the balcony and in the background are perforated with a fine mesh of holes (not a wire mesh), resulting in a Moiré pattern when placed behind each other. The pattern is changing when walking along or when viewing at another distance which makes it a dynamic attribute on the building.
