This building, also shown in [1], has an entrance on the first floor and you need the stairs or a very long ramp to get inside (the latter probably for wheelchair users). This solution actually looks like a bit of overkill but luckily the ramp has several flat sections midway where visitors can pause before they continue their travel to the top.
