This bare foundation is completely surrounded by regular housing. It is overgrown by weeds and small trees, so it's already in this condition for a long time. This clearly looks an unfinished building and not the remains of a pull down because the concrete shows undamaged steel. After a day of rain it resembles a swimming pool.
