This seems to be a simple stand-alone silo with an input- and output side. Bulk ware is delivered by ship and transported into the silo via a hopper and conveyer belts. On the output side are entrances on ground level, on both narrow sides, forming a drive-through way for trucks. In this passage the bulk ware is emitted from the ceiling via nozzles into the open top truck.
