Outdoor elevator for wheelchair users and elderly

A small outdoor elevator was discovered near the stairs of a apartment building. On the ground is a post with Up and Down buttons. In the elevator are 3 buttons, Up, Down and Stop. The plate on the swivel-door says: "Elevator. Capacity 2 persons or 300 kg." The stairs are leading to the entrance of the building, below the bridge is a parking lot.
