Playing field with flower pots

A sandbox for children in a public area was replaced by this abstract surface filled with fine gravel which looks like a boules or pétanque playing field but until now I have not seen anybody using it.

Curiously it has flower pots on short poles on each corner, perhaps an initiative from some local residents who have also designed a small garden nearby.
